From this map, I can tell something that not surprise me too much. If I am not wrong, the battle are very separated. Nazi should not force themselves to fight with their enemies in spread different places. They should bring most of the troop and sources in somewhere that has the best defense ( i assume is their capital or something). In that case, they don't have to separate their troops when they are already less than those allies.
